Montreal, Canada — September 29, 2025
On the sidelines of the 42nd ICAO Assembly, the General Manager of the Sierra Leone Airports Authority (SLAA), Mr. Jack D.K Massaquoi signed a historic Memorandum of Understanding (MoU) with the Nigeria Airspace Management Agency (NAMA), marking a pivotal step toward strengthening Sierra Leone’s air navigation capabilities.

The MoU positions SLAA as a regional leader in air navigation excellence and outlines key areas of collaboration, including:
1. Flight calibration services for navigational aids at Freetown International Airport.
2. Technical training and experience sharing for operational staff.
3. Regional cooperation to enhance aviation safety and interoperability

Mr. Massaquoi highlighted the strategic importance of regional synergy in advancing aviation safety and resilience. He expressed profound appreciation to the Honorable Minister of Transport and Aviation, Alhaji Fanday Turay for his visionary leadership and unwavering support throughout the process.
He also commended Madam Musayeroh Barrie, the Director General of Sierra Leone Civil Aviation Authority, for ensuring the MoU aligns with both national regulatory framework and ICAO's global standards.

The signing ceremony was attended by senior officials from both institutions, underscoring a shared commitment to ICAO-aligned standards and collaborative growth across West African airspace.
